Policy to move button in Outlook ribbon bar

I am hoping this is something simple. Is there a way through Azure policy to customize the ribbon bar for Outlook? I would like to move Encrypt on all employee's from under Options to under Message, so it is right in front of them when they do a new email.

You can do that manually, but not using any policy. You can create an add-in for Outlook to do that but it's not so simple.
