What region are you in? which version of Visual Studio do you want to install?
If you have any anti-virus software or group policy, please temporarily disable them.
Besides, your network may block Microsoft domains. Please find the hosts file in C:\Windows\System32\drivers\etc\hosts, and add one line 23.77.21.104 aka.ms into it. Refer to the following link to see more Microsoft domains and add them into the allow list.

Meanwhile, please check for your Windows Update and ensure that all pending updates are installed.
Then, re-download the VS from the Download page and run it as administrator.
