some things to try;
1 Might try from PowerShell from both source and target (using target address in both cases).
Test-NetConnection -ComputerName "192.168.49.142" -CommonTCPPort "RDP" -InformationLevel "Detailed"
2 check the event logs on target machine
3 try rebooting the target machine.
