Multiple vpn services on 1 windows Server

hey,

My company is switching from M365 to O365 which requires a license for each Virtual machine. Until npw, we had for each client a virtual machine with his specific vpn service (global protect, OpenVPN, Bomgar...).
I m trying to change the infrastructure to work with Session Based Desktops, so we work with different users instead of virtual machines to solve the licensing problem. Would it be possible to use multiple VPN services on 1 windows server?
As far i searched the answer is no but i would appreciate any clarification, advice or recommandation.
