The new EAC does not currently expose mobile devices, so you have to switch to the "classic" EAC: https://outlook.office365.com/ecp/?p=ActiveSyncAccess&form=eac
Therein, you will see a list of quarantined devices, and you can change the default policy. As for bulk actions, as usual you need to rely on PowerShell. In this case, the Set-CASMailbox and the -ActiveSyncBlockedDeviceIDs/-ActiveSyncAllowedDeviceIDs paramteres.

Hi,
I not able to understand how to resolve mobile device has been denied access to the server because of access policy. As I am new in Exchange admin center and I have no idea where I can see the blocked devices in new Exchange admin center(EAC). can you please tell me where I can see the blocked devices ? And how can I resolve multiple devices at a time through scripts ?
