Server 2019 Standard - Can't activate Server 2019 Standard Hyper-V, Error is: 0xC004FD03

Question

I have a licensed version of Windows server 2019 Standard and I'm trying to activate a Hyper-V 2019 Standard VM. I had it working once, but there was a corruption and I had to delete the VM and create a new one. This new one doesn't seem to want to activate. Is there an issue with the fact I didn't "de-activate" the first VM before deleting it or is this something else.

I'm doing the slmgr /ipk <AVMA_key> and tried using my host 2019 Server Standard key and also tried the AVMA 2019 Standard key: TNK62-RXVTB-4P47B-2D623-4GF74 and I get the same error - 0xC004FD03.

I also tried both keys in the "Change Product key" section and I receive the same error.

You could ask the seller's trained microsoft licensing specialist for assistance. You can also try this though I don't know if it will help for Server 2019

Might also try a phone activation. From an elevated cmd.exe

In order to use an AVMA key the host must be DataCenter. Did you install with evaluation or licensed media? If the former, then conversion is necessary.

Dism /online /Set-Edition:ServerStandard /ProductKey:xxxxx-xxxxx-xxxxx-xxxxx-xxxxx /AcceptEula  

using the same host product key.

Then try from an elevated cmd.exe
slmgr /ipk xxxxx-xxxxx-xxxxx-xxxxx-xxxxx
slmgr /ato
