Access to defender

Hi All

i have user who requires Windows Defender Access. i have provided him Security Reader Access in Azure but it is not working.
The user needs access to Attack Simulation Training and view phishing Attacks in defender. Experts guide me what access do i need to provide.
Do the user requires any license. i have E5 and exchange online (plan1) license.
