Thanks for your post! I understand that you are trying to create an account in the MS Developer program and receiving the following error:
We're unable to send the code to that number. Please provide a valid cell phone number and try again.
Here are some troubleshooting steps that you can try to resolve this error:
1) Make sure that you are using an actual cell phone, not a Google voice or Twilio number.
2) Make sure that you are including the country code, since it's not always included by default. If your local mobile has a 0 at the start of it, you need to make sure it's included as well.
3) Note that if you had a dev subscription in the past you cannot open a new one with the same phone number, so if you are opening a new one you will need to set it up with a new number and it can't be a number that you have already associated with an Outlook account.
4) There is a workaround here of interacting exclusively with the keyboard to get through that page. I can't verify if this is a valid solution but you can try these steps if the others do not work.
6) If you have tried all of these steps and still face this problem, you may need to create a ticket on the subscription support webpage for the developer’s program.
Let me know if this helps. I also see that another user has reported the same behavior here. In case you still face issues after trying all of the troubleshooting steps, I have reached out the the product team to verify if there could be a separate issue going on that could cause this, though I did not see any outages reported.
