migrate TFS 2018 to Azure DevOps Server 2022

Question

I am using TFS2018 under the below environment.
Windows Server 2012
SQL Server 2016

I will replace to another server.
In same time, I will upgrade Azure DevOps Server 2022, because another server is the below environment.
Windows Server 2019
SQL Server 2019

I think do the below step.

1. On current server, backup SQL Server 2016 database.
2. On another server, install SQL Server 2019 and restore step.1 backup.
3. On another server, install Azure DevOps Server 2022 and setup.

Can I restore directly SQL Server 2016 database backup to SQL Server 2019, and use at Azure DevOps Server 2022?
(The both server is different SQL Server version.)
