Azure Active Directory Premium P1 Payment issue

Dear,

I have an issue with purchasing a license for my project that already set up Azure Active Directory with a location in India (Upgrade from free tier to AD Premium P1).
My existing AD was set up in India location as below:

When I supported my customer from the US buying the AD P1 license, The billing and payment info was validated with India Polices.

So, in this situation, How can I purchase that AD P1 license by myself from Viet Nam/US by using our personal information in our countries?

I'm looking for your support soon.
