Autopilot Self-Service Provisioning uses some kind of device licenses. Basically, if you think about Kiosk device scenario, or something like production/factory machine with random or non-personal users, you clould think about applying self-provisioning mode, which can basically even create you auto login with ghost user account. Honestly, I don't know how the licenses will go this way, you should contact your M365 re-seller or wait someone else to comment here, but technically this should be possible.
Intune Device vs User Licenses
Hi All,
I am currently working on an Intune roll out project for my company. Intune licensing is causing me issues.
For the vast majority of PC's are logged into by AD users but that move around all the time. None of these users have 365 licenses but we want to use intune for device managment and secuirty. Basically they are standardized hotdesks.
Can we use a device only license and if so how.
Any help on this would be appreicated. Been down the Intune rabbit hole most of the day.

There are some limitations about a device which is enrolled by a device license. It is not supported intune app protection policies, Conditional access and user-based management feature.And as yannara said, it is suggested to contact your M365 re-seller to get more information about licenses.
