How to check "User cannot change password" INCLUDING Admins

I don't want my users - Admins or not - to change passwords without going through IT. Suffice it to say that there are good reasons for this based on a lot of expensive pain in the past.

Yet even with two admin accounts on the system (W10 Pro x64 installed 10/14/2022) I am presented with the non-sensical error, "This operation is disallowed as it could result in an administration account being disabled, deleted, or unable to logon [sic]." Which is patently false as there is another admin account on the system.

How do I get this box checked?
