It would help if you could explain what you did to your PC or when this started. Did you install something or try to configure the command prompt or the Terminal app? What did you type in to create that error?
Your image looks like the Terminal app, but the tab should say "Windows Powershell". Does Powershell work? Does the Terminal app work? Terminal is a command line program so there really is no need to launch cmd.exe.
If you run the command prompt from the link on the start menu does that work?
