Save image file as new item in SharePoint list and edit SharePoint list

Hello, in workshops moderation cards are written.
I scan these and create image files. From this folder I want to start a flow that creates a new item in a SharePoint list and saves the image in the list.
After saving, I want a GUI (should that be PowerApp?) to capture the moderation card data in the respective fields of the list.
This data will then be further analyzed by me in Power BI (but this is no longer part of the flow). I will be grateful for any assistance.
