Office 2019 Not Updating Automatically

We have Office 2019 deployed in an air-gapped environment and having issues with getting them patched.
We have created a network share and downloaded Office 2019 updates using ODT.
We create GPO and set following:
Computer Polies | Administrative Templates\Microsoft Office 2016 (Machine)\Updates:
* Enable Automatic Updates - Enabled
* Update Path - \networkshare\officeupdates

Once the GPO is applied, we can see the registry being updated:
HKLM\SOFTWARE\Policies\Microsoft\office\16.0\common\officeupdate
* enableautomaticupdates - 1
* updatepath - \networkshare\officeupdates

With this setup, Office 2019 isn't getting updates. We see that Office Automatic Updates 2.0 Scheduled Task is running but Office itself isn't getting updated. We manually launched scheduled task but no luck. We ensured that test machine isn't running any Office 2019 app.
If we run "Update Now" option on the test machine on any of the Office apps, it will update the Office 2019. But it will not update automatically.

    modify the "Office Automatic Updates 2.0" scheduled tasks with "/update user" instead of "/frequentupdate SCHEDULEDTASK" in the argument list

    Automatic updates are not updated in real time, and Office regularly accepts updates from Microsoft in the background.
