SSPR Registration Requirements Selected Users

If Self service Password Reset(SSPR) enabled for only a selected group of users, Azure should not require that group of users to register for SSPR when signing in. Otherwise, Azure should give admins the ability to exclude a group from requiring users to register when signing in, similar to the none/select/all options found in "Properties" section of SSPR settings. I have confirmed that the users excluded from the "All Users but Emergency Users" group that I tested are not being impacted by other conditional access policies

    I will suggest you to raise a MS Case or Support case with this recommendations and hopefully it should be considered as it seems a valid observation and recommendation in my opinion.
