Possible to assign static IP within Windows Server IPv4 on Azure VM?

Is it possible to assign a static IP outside of the Azure portal without losing VM connectivity? I am referring through ipv4. I am doing some configurations on my Windows Server VM and it requires it. See the below errors:

    Hi @Anonymous ,

    You can set static ip on network interface settings on Azure portal. Do not change them inside VM.
