Why can't I download this Android Emulator Device?

I'm trying to run the .NET Maui demo app in Visual Studio 2022 using the Android Emulator. When I try to create the default android device (Android 12.0 API 31) in Android Device Manager, I get an error that says "System image download error. Unable to read data from the transport connection: An existing connection was forcibly closed by the remote host."
I have tried downloading it several times, trying different devices. I have also tried disabling Windows Defender Firewall.
In the Xamarin output, it says "Downloading Google Play Intel x86 Atom_64 System Image v9 failed".

Did you install Android Studio in your device? Try to use Android Studio to download the emulator device, is that working?Then, you can try to change the repository, re-download it.

I do have Android Studio installed and I am able to use the emulator device there. But in Visual Studio the same device has an error symbol and when I try to download it I get the "System image download error" message.
I have tried to change the repository but I still get the same error.

When the process of download has finished an emulator has been installed.
