Edge "RestoreOnStartup" policy shows status "Error, Ignored"

I am trying to set Edge startup option to "Open tabs from the previous session" by setting registry value RestoreOnStartup in HKEY_CURRENT_USER\Software\Policies\Microsoft\Edge to 1. It works in most of my PCs except for two Windows 10 cloud PC, where edge://policy shows RestoreOnStartup policy as "Error, Ignored". Why doesn't it work on these cloud PCs? Is there any way to solve this problem?

    Hi @Haibo Zhang ,

    It looks like your Windows 10 cloud PCs haven't met the prerequisites, which says:

    This policy is available only on Windows instances that are joined to a Microsoft Active Directory domain, Windows 10 Pro or Enterprise instances that enrolled for device management, or macOS instances that are that are managed via MDM or joined to a domain via MCX.

    However, you can use separate configuration for your cloud PCs in Edge settings without GPO or registry:
    Settings --> Start, home, and new tabs --> When Edge starts --> Open tabs from the previous session
