No longer applicable update still shows in Windows update as failed

Update KB5017328 (2022-09) shows as failed in Windows update, clicking retry attempts to download and fails with the same error.

I have installed Windows 11 22H2 already and KB5017328 is not applicable to my system, but I cannot clear this update from Windows update and new updates do not show.

The October updates were successfully installed by our endpoint management tool but as long as this update is shown under Windows update, I am not able to manually check for or install optional updates.

The computer is in an AD domain and updates are managed by Desktop Central
There is a GPO that prevents Windows Update from automatically installing updates (se we can test them first)

I am a member of the IT team and have full access to all our management tools as well as access to the admin accounts for my computer.

I have tried the instructions found at How to reset Windows Update on Windows 11 - Pureinfotech but this did not resolve the issue.

As I mentioned I am able to update with our management software but unable to check for updates locally because of this.
I am also able to download and install updates from the MS update catalog.

Also before updating to Windows 11 22H2 I had not been able to install any Windows updates even with direct downloads.

My computer was originally built with a preview build but is now on the stable channel. I cannot remember if I switched to stable or rebuilt once the stable release was out.
