How does Azure actually confirm I have a Windows License to create a Windows Desktop VM?

How does Azure verify/confirm that the user has the licensing required? So far, when I provision a VM with the Windows 10 image it just requires me to check a box to confirm that I have an eligible license.... I am able to use the VM with the Windows 10 Pro OS just fine. It says it's digitally certified. What should be happening in this case?

If I have a single Windows E3 license and I create a Windows 10 VM then destroy it then create another Windows 10 VM, am I still in the clear? Are these licenses transferrable in the sense that I can only have as many Windows 10 VMs running as the number of licenses that I own? Or is it the number of VMs that exist?

How does Azure check/confirm the licenses with these users?

    It is an honour (trust) system - just like Hybrid Use Benefit; they are based on the users logging into the workload - https://azure.microsoft.com/pricing/details/virtual-desktop/?WT.mc_id=AZ-MVP-5004796.

    If you have the relevant user license, you are licensed for accessing that or multiple virtual machines.

    There is no checking of the licenses by Azure - but if raising a support case, or a Microsoft review comes around, you may not be supported, or will have to pay additional funds to become compliant.
