Azure free acount subscription

My azure student account got disabled so I created a new email and tried to login through that and create an azure free account but I am getting this message "You are not eligible for a free account". How can I fix this issue?

    You will need to switch to a pay-as-you-go subscription to continue using Azure services.

    Please double check the following:

    • The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct.
    • The credit card information is correct.
    • You don't already have a Microsoft account that uses the same information.

    The check happening here - would potentially be the credit card. You are not eligible, if the same credit card is being used.
