What permission do I need to add users to the "Owners" section of an Azure AD Enterprise Application?

I'm the Configuration Owner of an Azure AD Enterprise Application that I registered myself (not from the Gallery)

I can add users in "Users & Groups" but I can't modify the "Owners" section, the Add button shows greyed out .

I'm the configuration owner of another Enterprise Application and I can add owners there, according to the Azure AD admin he can't find any differences in permissions between those two apps.

I'm guessing it's because I'm missing some kind of permission but which one? or is there any reason why the Add button could be greyed out?
