Effective access for a group is blocked but user inside the group has Modify permissions

I have started a new job and I am looking at permissions on the file shares. I have noticed the groups have no effective access but the users in the group does. My understanding of effective access is it is the total permissions that the user may have from all groups that have access to the folder/file share. I also had an understanding that if a user was in a group the group set the permissions. Those permissions were passed along to the user in the group. This setup is completely the reverse of that.

Can someone please explain this and how would you apply the permissions to the user but not the group?
