Files shared in Teams are stored in Onedrive (chat files) or Sharepoint sites (channel files), so the permissions can be modified in Onedrive or Sharepoint.
Take channel file for example:
- I uploaded a file to the General channel of a Team
- click ... and select Manage access
- you can check and modify the permissions on this file (this can also be done in Sharepoint)
By default Team members can edit this file.
If you would like to restrict them from editing the file, you can change the permission from Can Edit to Can View (read only).
