Error while installing SQL Developer (2017 and 21019) in Windows 11

Hello.
I've got the same error (same code 2068052293) while installing SQL Dev. Firstly I've tried 2019 and then 2017.
Worst of all, I cannot remove any of the installations...
Answering questions of previous forums I've searched: Visual C++ and Redistributable are installed, I have all the permissions in the system and files. Log says it's error 1723.
