Bug submission question

Excuse me for question, but where to submit Windows bug (API Desktop / security related) with some effect?
I have docummented bug posted before 20H1 release, never fixed. 20H2 is going to have the same bug (broken API, woked in the past for ~10 years)

    @DP , Thanks for reporting this issue, and I am confirmed this issue was fixed in the preview builds. If you needs this to be serviced to in-market Windows, please open a support request to make that request, and include the business impact statement (why need the black window instead of just having the window removed from the capture altogether). Thanks for your understanding.
