Is SetBlobTier on a block blob considered a write action?

From what I can find, SetBlobTier was still listed as a write operation on the pricing page and calculator. This was still the case earlier this year. It's mentioned in these questions:

  1. Q&A
  2. StackOverflow (with a screenshot)

However, it's currently not mentioned on those pages. Does SetBlobTier now fall under "other operations"?

Edit:
In the calculator, the following is said about read operations:

The following API calls are considered Read Operations: GetBlob, SetBlobTier (when it moves a Blob from Archive to Cool, Cool to Hot or Archive to Hot).

I'm specifically interested in going colder (e.g. Hot -> Cool)

    Never mind, apparently, I'm just bad at working with the calculator. When you add Azure Storage to the calculator, it defaults to Premium storage. There, SetBlobTier falls under read operations (when going warmer).
    When you switch it to Standard, SetBlobTier is listed as a write operation. When going cooler.
