Azure DevOps "Move to Iteration" missing in three dot menu

We have multiple Stakeholders in our DevOps instance. Several have the "move to iteration" in the backlog menu (three dots on the task/bug/story/etc. line) while others do not - and have only "Add Link" in that section.

I have read online that "move to iteration" is not available to Stakeholders, yet some in our organization do have it. I have searched the internet and tried various permission settings, compared groups and user settings, but not found any solution.

Can you advise how to have the "Move to Iteration" option appear on the menu for all of our users?

(My apologies, I don't see Azure DevOps as an option in the tags... so I'm hoping this doesn't just get ignored...)
