Make sure the PC is turned on and connected to the network, and that remote access is enabled." My coworker on an older MacBook Pro, probably not running Ventura, is able to connect fine.

Your results may vary, but I ran into this issue (remote desktop connection failing after installing Ventura) and was able to get it resolved via a remote reboot of the remote machine. Good luck!
For me removing the MicrosoftAccount prefix/domain and just using the plain email username worked
