Edge compatibility mode keeps choosing wrong IE version

One of our users needs to use a legacy web service that has to use Internet Explorer mode in Edge. I've set this to always go to this mode for that address, but it seems to load in a mode that emulates an older version of IE that is not fully compatible. I've used the F12 developer tools program to set it to IE11, and if set it to Persist, but it still goes back to the older version when I close it. Is there any way to force it to always use IE11 mode?

    I disabled "Open this site in compatibility view" for the affected pages, and that seems to have made it use the correct mode consistently.
