Yes the Internet Printing client feature is not installed on Server versions by default.
Open ServerManager and add the Feature.
The connection over IPP will work after you add the feature.

I have a customer who wants items printed from my Windows Server 2016. He has setup the IPP Printer. I can connect ("Add a Printer) from my windows 10 development system, however, I cannot connect to it from Windows Server 2016.
I see the message box popup that says "Connecting to 'http://107. ..." then an immediate error popup that says "Windows couldn't connect to the printer. Check the name ... "
They can see in the firewall log and successful transit of packets from my server to the print server.
Anonymous Authentication is enables.
Windows and Basic are disabled as in .Net Impersonation.
Any ideas would be greatly appreciated.
