Authenticator Won't Run without an Authenticator Code

I cannot log on to my MS Authenticator app. After entering my account name and PW, it asks for the authentication code sent to my MS Authenticator app. It's a catch 22.

This started with trying to set up a new PC with W10. I signed into the new PC with my MS Account and it wanted a code from the Authenticator app. The Authenticator app on my iPhone wanted an update, which I installed. Then it wanted an authenticator code from the Authenticator app before it would open the authenticator app.

I tried signing onto my MS Account on another PC and changing the security settings. It also wanted a code from my Authenticator app before I could see my security settings.

I am stuck.

    New phone or reinstalled authenticator? You can restore from backup (assuming there was one) but make sure no accounts have been added to the newly install app. Then sign on with recovery account to do the restore.

    You can recover your account credentials from your cloud account, but you must first make sure that the account you're recovering doesn't exist in the Microsoft Authenticator app. For example, if you're recovering your personal Microsoft account, you must make sure you don't have a personal Microsoft account already set up in the authenticator app. This check is important so we can be sure we're not overwriting or erasing an existing account by mistake.
