Container and storage account deletion are also not permitted if there are any blobs in a container that are protected by a legal hold or a locked time-based policy. If you recently created this, then the time-based retention policy may still be in an unlocked state, which would allow you to make the necessary changes. If your policy is locked then I suggest you reach out to subscription support for assistance.
