Cannot refresh Visual Studio Professional 2022 license

The following message appears from inside Visual Studio 2022: "The underlying connection was closed: Could not establish trust relationship for the SSL/TLS secure channel."

The website Visual Studio uses internally seems to be "https://login.microsoftonline.com"

There a lot of Visual Studio articles on the web about this topic and message. I can find no solution to the problem. This may be a certificate issue or an SSL issue. Our company has been granted some sort of volume license through MSDN and I can refresh a license on another laptop with my credentials. I am trying to abandon (and eventually destroy) that laptop for a new laptop which has this issue. On my laptop, I am trying to use Visual Studio inside a Windows 10 VMware image with a NAT'ed network connection. I can log into "https://login.microsoftonline.com" from Microsoft Edge and Google Chrome from inside the VM.

Is there some series of steps that can be followed to try and diagnose the exact cause?

    Please try to reboot your computer and update your VS2022 to the latest version.
    Then, sign out and sign into your account again to check if your VS works normally.
