Can non owners see documents that are not approved in Sharepoint when they are approvers?

I am trying to set up a document approval process inside of NetSuite. I have set up a workflow to send documents to various people, but they are getting an error that they cannot see the document. Is it limited to just design and Full control for people who can see the unapproved documents? I do not want to give people this access to just see the document that I am sending them.

    Commonly people who can access the library will be able to read the documents if you set the version settings like this:

    You could check whether you have chosen other options here or have you set unique permission for the documents.

    If there are not any permission problems for the documents, would you please share the error information with me for further troubleshooting?
