dns server did't response until clear cache

hi, our domain controllers are windows server 2016/2019 with dns role installed. We had configured hundreds of conditional forwarders and set masterservers to dns server of parent domain.
Sometimes we can not resolve several dns record of conditional forwarder zone, such as abc.com. Once we have cleared cache of the dns server, the resolving process works fine immediately. The TTL of abc.com is 1 min.

Can someone give me some advice ? thanks.

    I just checked here on both a 2016 and a 2019 and yes, 8 seconds
