We are using on premise SharePoint 2019 Enterprise Foundation license for more than Seven month, after the Foundation license expired we noticed that some SharePoint feature was stoped working specially OneDrive for business it becomes redirect to My Site page (_layouts/15/MySite.aspx?MySiteRedirect=AllDocuments). So we got SharePoint Enterprise CAL license, after applying the license everything backed to work normally, Two days later it stop working and back to redirect to My Site again. Any Idea what's going on

Have you configured 'MySite' in your User profile service? Please check your MySite host URL, make sure this is correct.

Well... I try creating a new farm, but I do not configure UPS (User profile service). Then I have reproduced your issue.
It seems like the solution does not work on you.
