But there has some problems like if i have lots of users , and every user should Register the app to their own portal? Or there has some other solution?
What's an MR? Can please you re-explain what are you trying to achieve?

MR means meeting request. I want to complete such requirements: every users in a web page can trigger a action to send a meeting request to their own outlook. I do not know if I find the right guide :https://learn.microsoft.com/en-us/graph/tutorials/javascript .
For now, i have registed a app and send a mr to my outlook via a webpage. but how i can achieve if many users not just me want to send a mr to their outlook via a webpage. each of them should register the app in their own portal?
If they belong to the same tenant you can use the same app registration. If not you can try with a multi-tenant application or yes, having one app registration created per each tenant.
