Error when I changed my number mobile phone

I am trying to change my phone number into Azure, but I have been receiving this error.

Could you help me? I received the code and introduced it, but I am still received the same error.

Can you check, if the user has assigned with a Multi-Factor Authentication license in Azure Active Directory? If not, the error can be occurred. Assign the license and try again to see if resolves the issue
