Microsoft Azure Developer Associate Renewal - Unable to take 2nd attempt

I have taken my first attempt for the renewal of the Microsoft Azure Developer Associate certificate. Anytime I want to take the second attempt before 24 hours, I'm not allowed to. Why do I have that challenge?
