Hi,
This is not possible as the cloud PC is on Microsoft hosted Network instead of a own VNET. However you can setup the VNET as per this article requirements-network and redploy the Cloud PCs.
As part of the own VNET - Network deployment you configure the Network Connection and once it is setup you can change the IP addreses, If you want to change the Azure Network Configuration related settings on a previously provisioned Cloud PC, you must reprovision the Cloud PC. Reprovisioning is a destructive action, so be sure it's an action that will impact the existing PCs.
