Is there is a way to check the sync status of a new Distribution List, so we will know when it is ready to be used?

You mean synced from on-prem via AADConnect?
You can check the operations in AADConnect Sync Manager or just use 365 Admin portal or Exchange Online Powershell
Get-DistributionGroup <Group>
when it shows up its ready to go.
It should typically be within 30 minutes after creation on-prem.
For example, when a raid rebuilds I can monitor the progress of the rebuild. Just wondering if there is a way to watch the progress of the sync?
Sure go to AADConnect and open the AADConnect Sync Manager window and under the operations tab you can watch it in real time

Distribution lists will show up in O365 groups in the Admin Center.
