Add-IpamRange adding wrong range

In the documentation of Add-IPAMRange under https://learn.microsoft.com/en-us/powershell/module/ipamserver/add-ipamrange?view=win10-ps at example 1 the command executed is "Add-IpamRange -NetworkId "10.13.0.0/16" -PassThru" and the range, that is added starts with 10.13.0.1 and ends with 10.13.0.254 which would be correct. But when I execute the command, the range starts with 10.13.0.0 and ends with 10.13.0.255. The same problem with the IPAM GUI.
Can anyone reproduce the bug?

    thanks for your reply once again. I created a post at uservoice (https://windowsserver.uservoice.com/forums/295059-networking/suggestions/41497723-add-ipamrange-adding-wrong-range) , but it would be surprising if MS sees it :-)
