Can I restart 1 RDS Gateway in HA without interrupting users?

Hello experts,

I have an RDS Gateway (+ web access + web client) set up for high availability. It is behind an Azure Load Balancer and pretty much set up like the official guide: https://learn.microsoft.com/en-us/windows-server/remote/remote-desktop-services/rds-connection-broker-cluster

The primary server has been acting weird for a couple of days/weeks with Azure Backup failing randomly and other issues happening randomly, too. For example:

They generally go away after restarting. However, I have always delayed restarting into the night when no users are connected.

My question is, could I restart that server (=active connection broker) without interrupting the users during the day? Should I first make the secondary server the primary (I guess that makes sense)?

In the long run, I guess I will have to replace the server completely, since I don't know where those failures are coming from, or do any of you have any suggestions?
