Pin on android Enterprise Devices not forced

We are enrolling Android Enterprise devices with device restriction Policy and Compliance policy.
The device restriction policy contains system security options require password pin.
The compliance policy also contains require password pin to be compliant.
When the device is enrolled without KIOSK mode the pin setup for the user is not forced.
We want when the phone is enrolled with intune the user is forced to set up a pin so the device is marked as compliant.

Do anyone know how we can realize this or is this only possible with managed home screen and KIOSK mode.

    @Nelis van Eekelen Thanks for your update.

    It is by design for dedicated devices.

    Users are prompted to set a password if dedicated devices are in kiosk mode. Screens force and guide users to create a compliant password before they can continue using the device.

    Users are not notified of any password requirement if dedicated devices that are not using kiosk mode. Users need to set the password manually.
