I had analyzed the backend logs and from telemetry we see that the service capacity and the incoming request volume was high for past 2days. Developer/basic SKU runs on very limited hardware and can encounter unexpected issues due to the limited hardware. Note that the hardware used by Basic SKU is the same as Developer SKU, except that Basic SKU gets two machines.
If the issue still occurs, please upgrade to higher sku.
