Can ping any devices on the network but cannot be pinged, and also cannot ping 127.0.0.1

Im able to ping any devices on my network but cannot be pinged, cannot ping my own PC, and loopback address.

Things that I did to fix the issue.

Firewall is disabled.  
Changed IP address.
Assigned NIC with static IP.
Ran troubleshooting.
Removed PC from domain.
Uninstalled Antivirus.
power cycle PC.

    what's the result of ipconfig /all? what is the text of ping result from other device? what is the result of tracert?

    Ok well not much to go on as results seem to be incomplete but might try disabling all the other adapters. Also a domain member should only use the domain controller listed for DNS and no others such as router or public DNS.

    Disabled all the other adapters. Removed pc from domain with no luck.

    The simplest solution may be to clean install it. If that isn't possible then you could also start a case here with product support.
