Without a recovery key a clean install will be necessary. The product group for insider's builds actively monitors questions over at

    Hi,

Thank you for your question and reaching out.

I understand that you're having issues booting your device. Have you tried booting to Windows Recovery Environment yet? If not yet, kindly try to access safe mode through WinRE by the steps below:

    1. Hold down the power button for 10 seconds to turn off your device. (skip this if the PC is already off)
    2. Press the power button again to turn on your device.
    3. On the first sign that Windows has started (for example, some devices show the manufacturer’s logo when restarting) hold down the power button for 10 seconds to turn off your device.
    4. Press the power button again to turn on your device.
    5. When Windows restarts, hold down the power button for 10 seconds to turn off your device.
    6. Press the power button again to turn on your device.
    7. Allow your device to fully restart. You will enter WinRE.
    8. Once you entered WinRE, choose Troubleshoot > Advanced options > Startup settings > Restart > choose Safe mode and try to sign in there.

If it failed, I suggest that you perform a reinstallation of Windows.
