Cannot export disk snapshot

I was able to create a disk snapshot, trying to export it generates the URL and shows the link to download VHD, but both point to an XML page with missing authorization message. I am logged in to Azure portal with my MS account, creating the URL in the same session, but still shows missing authorization error. Attached screenshots. Am I doing something wrong here?

    Make sure you have the Data Operator for Managed Disks RBAC role on the Managed disk which Provides permissions to upload data to empty managed disks, read, or export data of managed disks (not attached to running VMs) and snapshots using SAS URIs and Azure AD authentication.

    Sorry for the delay, I should have posted this earlier. I was reached out by Microsoft Support Engineer after emailing them as requested in the threads below, and creating a support case. Case resolution below.

    Here is a summary of the key points regarding this case for your records. Issue Description: Cannot export disk snapshot || Need to check RBAC role for managed disk to export Azure AD authentication.

    Resolution: We tried azure storage explorer to download Disk. While creating a new disk we kept its network access as "Enable public access from all networks". As per your confirmation it works on both Portal and Azure storage explorer.
